Development and progress of society makes it possible for people to express their spiritual and cultural needs, and achieve more opportunities for self-development. To promote the construction of people’s cultural livelihood, making the process and the results of cultural construction meet the needs of the people and then promoting their development, is not only an important component of the construction of socialist culture power, but also a universal appeal. What’s more, it is a living symbol of actualizing people-oriented concept of value in cultural construction. If there is "cultural gap" in the practice of improving people’s livelihood, which ignores the spiritual needs and cultural interests in the process of human development, it is likely to endanger the integrity of the people’s livelihood and the comprehensiveness of man’s development.
