From Land Reform To Developing Production: The Study On The Path Of The Solution Of People’s Livelihood In Central Soviet

The livelihoods model of traditional rural households took the agriculture as the main element,with the village sideline as auxiliary.In modern times the supplementary role of the village sideline has became more and more important.But when it cones to 1920 s and 1930 s, as China has been increasing involvement in the capitalist world system and the dumping of foreign goods,which made the village sideline decline in China.Thus, the source for living of the rural family can only rely on land.At the same time, the situation of the unequal possession of land is very serious in modern China’s countryside.So the people’s livelihood issues in modern country was closely related to the land issue.Base on the importance of the land to the people’s livelihood, CCP solved the People’s livelihood starting from the land problem in Central Soviet,and they hoped to improve the living conditions of the poor peasants by land reform.However, the peasants’ potential enthusiasm for production didn’t be stimulated after they access to land as expected, the trend of production fell instead,and this is what CCP did not expect.Then the CCP put forward the idea of developing production.The measures of developing production mainly include: establish credit union to solve the problem of capital turnover which farmers required to produce;set up labor union and mobilization of women to participate in the production in order to overcome the difficulty that the lack of labor;set up farm cattles and ploughs union to satisfied the needs of the animal in production and so on. However, due to the lack of enthusiasm in development production of the broad masses of farmers, the shortage of labor resources in Soviet, the work of the Party and the government carries out does not reach the designated position in some places, the lack of stable production environment, the effect of developing production is not ideal, and the people’s livelihood problems in central soviet area was not be improved fundamentally.It’s ture that CCP couldn’t solve the people’s livelihood in the soviet area successfully,but it gives them the experience and lesson. In the later period of the Anti-Japanese War,the CCP paid more attention to the solution of people’s livelihood,and put the "economic development, ensure supply" as a general policy of economic work, which laid a solid material foundation for the victory of the Anti-Japanese War and liberation war later.
