Cultural industry is known as sunrise and green industry in 21 st century, which is a new industry that core of creativity and culture is connotation. At present, to develop cultural industry has become the world trend. Cultural industry of many developed countries has exceeded traditional industry in development speed and industry scale. In recent years, China is gradually focus on cultivating cultural industry as a new light-spot and growth point of national economic which is due to the consideration of improving the image of country, guaranteeing culture safety and meeting the people’s growing spiritual and cultural needs. For a city, cultural industry can not only enhance their visibility and influence, but also enhance its economic strength and soft power of culture, especially for Shijiazhuang. Shijiazhuang is a traditional industrial city which is facing hard task of defusing excess productivity and controlling air pollution. So Shijiazhuang should use cultural industry as a breakthrough point to drive transformation and upgrading of traditional industry.But now cultural industry is still in the primary stages of development from national to local, policy tool which government tries to promote the development of cultural industry is also in a state of trying and exploration. In general, the allocation of social interests has two aspects: market allocation and government allocation. Under the condition of market economy, market is playing a decisive but not basic role. But in reality, due to imperfection of market allocation itself, all sorts of industries exist the phenomenon of “market failure”. Cultural industry acts as national economy’s industry, which has industry attribute and inevitably has the problem of market failure. So government must play the vital role to guarantee the reasonable resource allocation. In addition, culture industry has ideology attribute, which in the development of cultural industry requires to considerate its economic and social benefits at the same time. All these not only determine that market should play the decisive role, but also making market activate and choose the right policy. But in China, especially in underdeveloped areas, the managers of cultural industry, policy makers, policy implementers, are in the period of growth and running-in, which bring more difficulties than other industries. At the same time, the special background environment, imperfect market system, deviating policy demands, which lead to poor performance of government intervention in the development of cultural industry.In recent years, the theory of policy tools is gradually developing a focus of the field of policy science studies, which is usually used by scholars to analyze and solve problems, such as policy planning, policy implementation and policy failure. This paper bases on the study of policy tools. And it puts the concept, essence and function s of policy tools in cultural industry, inquiry types of policy tools and make logical explanation and example analysis for each type. To extract advantages and disadvantages and selection models from various policy tools since reform and opening, by internal transverse compared evaluation, its longitudinal development course among all sorts of policy tools of cultural industry and comparison at home and abroad. On this basis, take Shijiazhuang’s 10 years policy tools of cultural industry for sample, to sort, induction, doing empirical research, literature analysis, empirical investigation, case analysis and so on, and try to explore policy tools of combinatorial optimization. Finally, this paper presents a series of optimization strategies such as strengthen administration system, providing basic legal policy support, raising public awareness, promotion of cultural consumption, strengthening the association and the agency’s ability, improve the efficiency of the use of special funds, setting up investment fund of cultural industry, setting up the information service platform, setting up the elements of complete market system, in order to provide beneficial reference for Shijiazhuang or other local governments in terms of selecting, and combining policy tools of cultural industry.In this paper, the first part is the introduction. It designs and demonstrates the research as a whole overall and puts forward the research background, research significance, research status, research thinking and analysis methods and so on. At the same, it delimits the scope of research, makes analysis thinking clear and sets logical basis.The second part is basic theory, which explains the important concepts of policy system of cultural industry, policy tools, policy tools of cultural industry, and discusses the features, functions and classification of policy tools of cultural industry. The basic idea of this section is, by breaking down the elements of cultural industry policy tool, to discuss the intrinsic logic relation and puts forward the essence of policy tool of cultural industry is that a combination of the government and the market will. And market development and the government guide are required on the development level of the cultural industry.The third part is types and selection of policy tool of cultural industry by comparison three kinds of methods. First, according to the basic classification of policy tools of cultural industry, policy tools are divided into mandatory policy tools, voluntary policy tools, combination tools. According to the characteristics of each kind of policy tools, it analyzes its advantages and limitations and makes horizontal comparison among different types. Finally, in the form of longitudinal development contrast, it sums up the changes and evolution laws of the local government’s policy tools of cultural industry. These strategies include that accelerating transforming government system reform, establishing policy tools network, providing the basic legal policy support, raising public awareness, strengthening the association and the agency’s ability, paying more attention to cultivate and introduce the talents of cultural industry, improving the efficiency of the using special funds, setting up investment fund, the joint financing service system, information service platform of cultural industry, the elements of the complete market system, government purchase services. Every optimization strategies describe implementing methods in detail. Some parts enumerate the typical cases which have been implemented in other places. It puts forward that reasonable policy tools of cultural industry mainly should be voluntary policy tools and new tools and mandatory policy tools and mixed policy tools used as supplement.
