This is a translation project report on Finland as a Knowledge Economy 2.0(Chapter 7), that is “Monitoring and Evaluating Investments” written by Kalle A. Piirainen. The source text is about the evaluation and monitoring of investments in Finnish knowledge economy, revealing that monitoring and evaluation are intended to offer timely knowledge for policy making. This report is divided into five parts. Part 1 gives a compendious description of the translation project, including the background and the significance of the translation project. Part 2 covers an in-depth analysis of the source text and the translator’s relevant practice. Part 3 discusses critical and difficult points in translation, including terminology, nominalization, passive voice. Part 4 presents relevant translation theory and solutions to the difficulties, including conversion and change of the voices. And Part 5 touches on the enlightenment, lessons and unsolved problems remained. In the translation process, the translator follows Katharina Reiss’ s theory of text type, and focuses on the delivery of accurate information.
