As traffic laws in China are not advanced enough, we should learn from the related legal systems of developed countries to make improvement. Translation is one of the main ways to promote the exchange of traffic rules and regulations. This paper is a reflective research report on the Translation of Rules & Regulations of Montana Department of Transportation(Revised version), and theories applied in the thesis are mainly the three principles of the skopos theory.In Rules & Regulations of Montana Department of Transportation(Revised version), traffic laws fall into two parts of clauses of traffic laws and legal traffic signs.On the lexical level, fuzzy words, precise words and modal verbs, especially the verbal word “may”, are the focused part, meanwhile long and complicated sentences and passive voices of traffic laws are used to avoid ambiguity. Owing to these specific features, the writer applies several translation strategies and methods under the guidance of rules of skopos theory to promote translation practice in accordance with the fidelity rule and the coherence rule. At last, the translator concludes the evocations and benefits from this translation practice and hopes that this paper could provide some references for this kind of legal English translation.
