The Government’s Endeavor To Public Security Management In The Jiaqing-Reign

Jiaqing paid more attention to maintain public security and spared no effort to reorganize various social security problems after he ascended the throne. The theft problem was one of typical problems. It’s particularly prominent in the Jiaqing-Reign and we could discover it in the files easily. This text tried to explain the reason of the theft problem through analyzing six problems, such as people’s hardships,indolent attitude,improper family education, negative social custom, the government and people neglected to take precautions and the officials and service personnel’s illegal activity in the Jiaqing-Reign; study various defensive and exemplary measures being taken by the government from the economic, administration, culture and law perspective. Meanwhile we should notice that the government got less net effect about solving theft problem because Jiaqing was fettered by times and conservative opinion. The author hopes to offer some useful references for the present government solving serious theft problem through analyzing Jiaqing-Reign’s theft problem.
