As early as the 1950 s, the developed countries put their cultural industry as a strategic industry for national development. But in china, we gradually realized the cultural industry as a special kind of products and services which can bring huge economic benefits to our country in the 1990 s. Under the trend of economic globalization, China has proposed a comprehensive strategic plan to improve the level of an open economy, implement a more proactive opening-up policy. The cultural industry as a strategic industry of economic development, also accelerated the pace of opening up. The cultural industry opening to the outside world solved the funds, and many other problems restricting the development of cultural industry in our country, but also brought foreign cultural invasion of our country, occupy Chinese cultural market, hind the further development of Chinese cultural phenomenon of production. Chinese cultural industry is still in its early stages of development, international competitiveness is not strong, how to grasp the degree of openness of cultural industries, improve the efficiency of open cultural industries, not only to use foreign markets to develop their own, but also to preserve our local culture, is a major issues need to be addressed in Chinese cultural industry opening.The cultural industry is a combination of “culture” and “industry”, with dual attributes of “economic benefit” and “social benefit”. This paper argues that the cultural industries including opening up of international trade and cultural exchanges, cultural industries and cultural industries utilizing foreign capital foreign investment into three parts, and in use 2002-2011 data, put the index system, measure the opening of the cultural industry. Results indicate that the degree of opening of Chinese cultural industry increased year by year, the rapid increase in foreign investment in the cultural industries to the overall degree of openness of Chinese cultural industry has brought new vitality to increase. By building in the cultural industry and government cultural expenditure was for input elements of Openness to the cultural industry labor productivity and international competitiveness of Chinese cultural industry output elements for DEA model to evaluate the efficiency of the opening of Chinese cultural industry. The results show that Chinese cultural industry has increased steadily in recent years, opening up technical efficiency, but still did not achieve an effective level of output, which shows that our government’s support for a gradual increase in the cultural industry, cultural industry structure gradually opening up the process of rational development, still waste of resources into existence; opening of Chinese cultural industry in the efficiency of decision making units increasing returns to scale stage, increasing the amount of input factors are also an effective way to further improve efficiency.Chinese cultural industry opening to the insufficient investment scale, investment elements structure imbalance, is now opening to the outside of the main causes of the overall efficiency is not high. Policy research of Chinese cultural industry opening to the outside world should be guided by the theory of cultural soft power, the industrial efficiency theory as the basis, combining the theory of strategic trade policy, and draw lessons from the United States, Canada, Japan’s successful experience in culture industry opening to the outside world, sums up the countermeasures and Suggestions of perfecting our country’s cultural industry opening to the outside world policy. Chinese cultural industry open to the public policy in the future practice should do well in the following aspects: strengthen the cultural industry of foreign investment and financing, improve openness; To distinguish the two markets at home and abroad, fostering ethnic culture; Correctly handle the relationship between government and market, give full play to the role of the government pay attention to talent strategy, improve the efficiency of the use of cultural resources.
