Under the complex background of Late Qing and Early Republic of China, the Railway has a great development, not only increased the construction route, management increasingly standardized, but also consciousness awakening about the right of China railway. But the railway “Anti-Daily” Phenomenon is also abound, affect people’s daily life and travel. Shun Pao(1906-1915)attention to this phenomenon.“Unsafe”, “Inconvenient”, “Discomfort” are the three basic factors of “Anti-Daily”Phenomenon. The train accidents, crime and banditry activities are the basic composition form of “Unsafe” phenomenon; The unreasonable ticketing system, inspection system,transportation system and the put-off of train will bring passengers great “Inconvenient”;The “Discomfort” train ride experience is mainly composed of railway infrastructure status,number of passengers and the quality of railway staff as well as the scenery along the railway. For the reason of these phenomenon, judging from perspective of the social environment is mainly due to the damage to the public interest railway construction, the war, the banditry and other factors, natural disasters and disease can also cause an increase in “Anti-Daily” phenomenon, and the railway system their presence management,technical drawback is also one of the factors.Despite these phenomenon abound, but the railway authorities also do some efforts to improve these drawbacks. Starting from the global management, the railway department take a normative work, straighten the road works, a series of comprehensive measures to improve the ticketing system and patrol system, etc. The local railway sector according to the specific circumstances of the road, take measures in the traffic information, transport undertakings, railways and tourism innovation. These measures are conducive to the development of the railway.
