The emphasis of public cultural service system construction is at the grassroots and rural areas, in order to speed up the pace of the new rural construction, and meet our countryfarmers spiritual and cultural needs, the system of public cultural services in the rural are as will be set up urgently. The rich and the high quality of public cultural products and services will be provided to the broad masses of farmers.
