| The construction of grassroots public cultural service system is an important component of public cultural service system. Township comprehensive cultural stations are the main front of grassroots public cultural services, and they have played a great role in meeting the growing needs of public cultural services, protecting people’s basic cultural rights, rich people’s cultural life, promoting the harmonious development of society and so on. Currently, the public culture service of national township comprehensive cultural stations has achieved the phased objectives under the guidance of national policies and regulations, but there are still many problems. In order to further standardize the construction and management of township comprehensive cultural stations and improve their public cultural services’quality and efficiency, establishing a scientific and reasonable public culture service performance indicators system of them is the key.This thesis takes the performance of township comprehensive cultural stations’ public cultural service as the object, through literature review and practical experience learned, with a theoretical model framework of "Input-Output" and "Economy-Efficiency-Effectiveness-Equity", referring to domestic and international public cultural service evaluation indicators, in order to reconstruct the performance indicators system on the public culture service of township comprehensive cultural stations from five perspectives-Input, Output, Efficiency, Equity and Citizen Satisfaction after analyzing the functions of township comprehensive cultural stations and the scales of public culture services. This thesis uses the membership degree to select the new evaluation index firstly, and then uses AHP to design the weight of index. Finally by using the new performance indicators system, the performance of township comprehensive cultural stations which are in Yuhang District of Hangzhou has been tested. |
