With the even faster development of social urbanization, the greater improvement of manufacturing productivity and the ever-changing mode of economic growth, huge numbers of industrial sites are springing out and taking up in China. Therefore, the protection and transformation of industrial relics are badly needed. Many of the industrial relics have been transformed and reused in various ways, even some being quite successful cases. However, most of the studies on the protection and transformation of the industrial relics have so far focused on the areas like urban planning and construction. The important functions of public sculptures are often ignored or they merely act as separated decorative objects. In fact, public sculptures are one important way of expressing public needs and improving their spiritual life. With the increasing demand for a high-level spiritual life, more and more public sculptures are emerging in this particular area. Especially, in the creative industrial parks transformed from industrial relics, public sculptures play more significant role in spatial layout, environmental beautification and public need than merely in decoration. But many public sculptures in low quality have appeared due to the lack of systematic planning, comprehensive designing and the failure to identify constructing responsibilities related.Public sculptures in creative industry parks transformed from industrial relics show the materialization of public spiritual needs. Industrial relics were where old generation worked hard and devoted their youth to the worthy career; creative industry parks are where the young work and live. So public sculptures are supposed to meet the former’s civil demands as citizens who have made great contribution to the development, but also to take charge of the latter who live and work here. Public sculptures serve as a spiritual continuation in the form of space, show great respect for the civil rights and look back at the historical development as a material-abundant society. Therefore, the study of public sculptures in creative industry parks transformed from industrial relics has an important instructive meaning in the protection and reconstruction of industrial relics. In the protection and re-utilization of industrial relics, Wuxi City is always taking the lead. Wuxi Studio is a typical case about the protection and transformation of industrial relics over recent years. By studying the public sculptures in Wuxi National digital film industry and comparing them with many other similar public sculptures, the paper will expound the shortcomings and related solutions in the systematic planning, comprehensive designing and implementation process. This study of the public sculptures mainly focuses on three aspects, i.e. planning, designing and implementing process. The planning of public sculptures is based on the comprehensive and systematic planning of the whole industrial park. It needs to be closely associated with the local culture and urban construction. Such kind of planning is mainly made in both time and space. Also, the theme, form and function of the public sculptures must be clarified. As for designing, some basic principles must be followed: first, to be in line with the overall planning; second, to meet the spiritual need of the public in this particular area; third, to be consistent with the strategy of sustainable development. As for the specific designing of the theme, form and function of public sculptures, they are interrelated as a whole and inseparable from each other. Moreover, due to the space limit of public sculptures in the paper, the planning, designing and implementing process of public sculptures in this particular area are surely connected with architecture, environment, history and other majors concerned. In the process of transforming industrial relics and constructing creative industry parks, designers concerned should not only be aware of the prevalent situation of public sculpture projects, but also make effective regulations to control those projects according to the particular areas where the projects are being carried out.
