Analysis Research On Creative Industries Policy Of Beijing

ABSTRACT:Creative industry is the inevitable choice for Beijing to adjust the industrial structure and change the mode of economic growth, and also an important means to build Beijing into global city. During the " Twelfth Five-Year " period, Beijing creative industry has become the second largest industry after the financial industry because of rapid development, but there are still many problems in the process of industrial development. Such as the financing of SMEs, imbalanced regional development, broken industrial value chain, lack of international influence, etc. How to grasp the industry development patterns and trends and figure out the timely solutions to the bottleneck of industrial development has become an urgent task.Reference to foreign creative industries, creative industries policy of has a very important significance on industrial development. It can guide the direction of development of the industry, optimize the industrial development environment for stability and provide protection to the market. Like other countries, Beijing creative industry is also inseparable from the industrial policy’s support. In China, the government has strong political and social influence on the creative industries. Policies made by government reflect its judgment of the current situation, and determine the development level and trends. Therefore, for Beijing, there is a need to improve the effectiveness and relevance of creative industrial polices in order to effectively promote the development of the creative industries.Firstly, analysis of the industrial characteristics, influencing factors, other aspects of the industry chain structure explained the particularity of the creative industries, and combined with the current problems and trends in Beijing, thus the creative industries policy requirements was proposed and the government position were to identified to grasp the law of industrial development, promoting the organic integration of industrial elements to create a good demand environment. After that, the industrial structure, industrial organization policy, industrial layout policy and industrial development policies of the current Beijing creative industrial policy supply were analyzed, finding that policies’ proficiency is not strong; economic means is ineffective and lead to inadequate policy effectiveness; lack of authority; decentralized management system, etc. Finally innovation management system, more advanced financing platforms, establishment of gathering network polices has been recommended.
