Research On Public Cultural Products Supply In Caidian District Of Wuhan City

Culture is the core of comprehensive strength for a nation or a region. Along with the development of modern society, economy, politics and culture are becoming increasingly indispensable for each other. If we compare politics as the sketch and economy as blood and flesh, then culture would be the soul for a nation or a region, which plays an increasingly important role in the advancement of social development. The Sixth Plenary Session of the Seventeenth CPC Central Committee pointed out that we should vigorously promote the development of non-profit cultural undertakings, ensure people’s basic cultural rights and meet people’s basic need for culture. The18th CPC National Congress made "five-in-one" overall arrangement involving economy, politics, culture, society and ecology as the beginning of a further developed socialist cultural prosperity, made strategic decision of sticking to socialist advanced cultural direction and building highly-cultural consciousness and cultural confidence so as to build a socialist cultural power. The Third Plenary Session of the Eighteenth CPC Central Committee pointed out the principles and guidelines of a new pattern urbanization, required the equality of basic public services and public cultural construction during the urbanization process so that public cultural products can be provided to people living in both urban and rural areas and an improved public cultural service system can be established primarily.Situated at the southwest region of Wuhan, Caidian District covers an area of1100square kilometers, including12counties and towns and1provincial Caidian economic zone. As the leading power in Wuhan’s urbanization process, Caidian District has been implementing the spirit of the18th CPC National Congress and the third Plenary Session of the Eighteenth CPC Central Committee while significantly promoting the rapid development of economy and society of whole district. With Deng Xiaoping Theory and Three Represents as guideline, Caidian District practically implements the Scientific Outlook on Development, observes the requirement of highly cultural zone on the basis of meeting people’s spiritual and cultural needs. Along with goals of economic basis, brands, features and prosperity, Caidian District vigorously promotes the public cultural product supply, strives for the leading power, speeds up the development of cultural industry and makes new breakthroughs. It focuses on cultural innovation and balances the development between cultural construction and economic, political and social development so as to realize a grand cultural prosperity. During the urbanization process, Caidian District provides excellent experience in terms of public cultural product supply but some issues also rise. The research on this subject is of typical significance, which is worth our careful studying against such a new times and trends.Given the present situation of the public cultural products in Caidian District, Wuhan, the paper analyses the weaknesses in both the main supplier and receiver through the main content and features existing in public cultural product supply. The paper gives an analysis to reasons for supply deficiency of public cultural products in Caidian District from several aspects including supply-side policies, product demand expression mechanism, dual economical social structure and important degree of economic and social development. Then the paper gives comparison between the Berlin, Tokyo, Beijing and other developed cities in terms of experience and enlightenment of public cultural product supply. In the end, the paper proposes solutions with a combination of practical situation. Beginning with mechanism, top-level design should be propelled. The main body and the awareness of responsibility should be clear-cut. Resources should be integrated and the development between urban areas and rural areas should be balanced. And we should innovate and improve the public cultural services system in Caidian District through laying a solid foundation, accelerating infrastructure and other aspects so as to strengthen the public cultural product supply in Caidian District.
