On The Engineering Quality Problems In China From The Perspective Of Ethics

There has been a significant amount of infrastructure construction recently in China since Chinese government committed to implement the so-called "socialist construction’" in recent years. However, problems such as accidents caused by engineering failures or "jerry-built" projects had been revealed during such intensive construction. And it has been argued that those problems may relate to the lack of engineering ethics. Construction waste in public resources and security risks that caused by such ethical absence have already attracted researchers’attention. This article intends to analyze why there have been massive weak construction quality projects from the perspective of the professional ethics of relevant personnel.The author believes that the construction projects shall not only have scientific, rigorous and standardized system, but also are inseparable from the proper ethics of practitioners and relevant personnel. A clear conscience might be the moral assurance for an effective and qualified construction project since a project is usually viewed as a substance in which human beings endow with a particular feature and knowledge. Thus, the determining factor that affects the construction quality shall be those who are engaged in the design and implementation of the construction and the decision makers. Every detail such as whether a decision is to be made or a small design is concerned with whether such project could be qualified. The sense of responsibility and obligation of all the people (whether they are decision makers or the engineers), which can be also called professional conscience, is of great importance. Therefore, professional conscience does have connection with the quality of construction project. This article is divided into five parts as follows:Chapter one introduces the research ideas of the country’s current constructions based on the background and status of the research on engineering ethics; chapter two describes the ethnic meaning in the engineering problems; chapter three analyzes the phenomenon and problems that occurred in engineering;_in the fourth chapter, the article intends to find why there have been massive weakly designed construction projects from several perspectives and discusses the economic values and the spiritual values of construction companies, further, how could those companies choose between material benefits and noble souls.The last but not the least, the author offers several proposals that might help to solve the quality problems in construction project, that is, making institutionalization the carrier of administrative style construction and undertaking engineering education in order to foster the professional conscience of the project-related workers.
