Studies Of The The Existing Problems And Countermeasures In The Construction Of New Rural Culture

The new rural cultural construction is not only an important content of socialist new rural construction, but also the important condition of socialist new rural construction. Promote great development of socialist culture prosperity is inseparable from the prosperity and development of new rural culture. In this paper, the connotation of the construction of new rural culture and policy basis were summarized, and then on the basis of investigation and study points out the problems existing in the construction of new rural culture and analyzes the reasons, finally puts forward some countermeasures to the new countryside culture construction.In this paper, the text is divided into three parts:The first part is the construction of new countryside culture connotation and policy basis.This paper argues that the connotation of the construction of new countryside culture is: the construction of public cultural service system as the foundation, to stimulate the farmers’ cultural consciousness as the main body, including infrastructure, system, service, industry, such as all-round, three-dimensional rural cultural construction of the form.From the 16th National Congress of the Communist Party of China to the third plenary session of the 18th conference spirit for the new countryside culture construction to provide the policy basis.The second part is the problems existing in the construction of new rural culture and the reason analysis.In this paper, on the basis of investigation and study, think that the cultural construction in rural mainly exist the following problems:poor infrastructure, rural culture relatively lack of excellent cultural resources in the countryside, the farmer’s cultural consumption ability and cultural appreciation level is low and lack of the rural cultural construction professionals.The cause of the problems existing in the construction of new countryside culture is:first, the grassroots cadres do not take the cultural construction. Second, the peasants of cultural consumption idea lag behind. Again, the rural cultural construction of leadership and management.The third part is countermeasures for the construction of new rural culture. Continue to push forward new rural culture construction, nice and fast development, the need to raise awareness, we begin from many aspects:first, to strengthen the construction of new rural cultural infrastructure.
