Study On Differences And Influencing Factors Of Regional Cultural Industry Efficiency In China

Since the21st century, the cultural industry, with its high-value, low-carbon,environmental protection, no pollution and other advantages, has become animportant direction and a new economic growth point of regional economicdevelopment. However, there are many problems in our cultural industry such as theallocation of resources is irrational, industrial efficiency is not high, the regionalcultural industry development is imbalanced. Therefore, to study regional differencesin the efficiency of the cultural industry and its influencing factors, and give advice tocustom culture industry policy in the future, will have a great significance inpromoting the healthy and rapid development of China’s cultural industry.By statistical data, this paper use DEA and Malmquist index method, estimatecomprehensive technical efficiency, pure technical efficiency and scale efficiency ofChina’s31provinces cultural industries between2004-2012. In order to study thefactors that affect the efficiency of the cultural industry, First of all, this paperdescribes the theory of cultural factors that affect the efficiency of the industry, thenuse the panel data model, identify the factors which affecting the efficiency of thecultural industry, analyses how different factors influence the cultural industriesefficiency in different regions of the country. Finally, according to the findings, theauthor puts forward several policy suggestions to develop cultural industry in China.The paper gets the following conclusions: Firstly, the whole level of China’scultural industry comprehensive technical efficiency is not high. Different regionshave different cultural industrial efficiency, and efficiency presents convergence.Secondly, in terms of factors that affecting the cultural industries efficiency, Level ofeconomic development, market-oriented, industrial agglomeration, cultural productdemand have a positive influence on the efficiency of the cultural industry in thewhole country. The government financial investment have a negative influence on theefficiency of the cultural industry, however, the educational level of residents has notpass the inspection. Finally, in the four regions of eastern, central, western andnortheastern, The level of economic development, industry concentration, the demand for cultural products have a positive correlation with the four regional culturalindustry efficiency, In terms of government financial investment, it has a significantnegative impact on the eastern’s cultural industries efficiency, and it has a positiveinfluence on the cultural industries efficiency in the regions of central, western andnortheastern. In the aspect of market rate, the higher the market rate, the lowerefficiency of cultural industries in the regions of eastern, central andnortheastern,however, the western region does not pass inspection.
