Analysis On Cultural Industry Efficiency Based On DEA

Since the beginning of the century,Chinese people's spiritual needs constantly grow with their material living level.It is in this context that culture gradually becomes marketized and industrialized.From 2000 when the concept of<<cultural industry>>was first used in CCCPC document,passing by 2009 when<<Plan on Reinvigoration of the Cultural Industry>>was published,to 2017 when Premier Li Keqiang underlined the necessity of developing cultural industry in the Report on the Work of the Government during the 12th National People's Congress,in less than twenty years,cultural industry has attracted increasing attention from the government.Starting comparatively late in China,cultural industry is not yet mature and a lot remains to be improved.Cultural industry efficiency,a key question in this regard,constitutes our research object.This paper studies the efficiency of the cultural industry of China,including its status quo,its changes as well as its impact factors.The sample of this research is the 31 provinces and direct-controlled municipalities of China.We take 2014 for example to analyze the status quo and 1995-2014 to analyze the development.Also,library,popular culture and art are taken as representative sectors in the discussion of efficiency development.As for impact factors,seven indicators are chosen,reflecting economic,social,educational,technological,political and touristic factors.The research methods of this paper are three-stage DEA and DEA-Malmquist.Three-stage DEA is used to calculate different kinds of efficiency while DEA-Malmquist serves to reveal the efficiency changes.Besides,the second stage of three-stage DEA helps to analyze the influences of the impact factors on cultural industry efficiency.This paper has the following objectives.First,use DEA to empirically examine the efficiency status quo and changes of the cultural industry of China.Second,theoretically analyze the problems linked to China's cultural industry and the influences of the environmental factors.Third,based on the analysis above,provide policy suggestions on cultural industry and the concerned sectors.This paper has various innovations points.In terms of policy suggestions,we introduce some international policy suggestions on cultural industry,we add suggestions for related sectors to improve cultural industry efficiency,we also bring forward the possibility of establishing a national evaluation system in this regard.For indicators,this paper puts up with its own standards on picking input and output variables and tries studying the causal relationship between tourism industry and cultural industry.According to the results of this research,the cultural industry efficiency of the 31 provinces is significantly different.A quarter of the provinces show the efficiency optimum,among which mostly eastern provinces.As for the rest,problems and causes vary from one region to another.Aiming at specific questions,this paper provides a series of policy suggestions at the end.
