Rural has always been a weak area of economic and social development inChina, and it is increasingly marginalized under the urban-rural dual structure.The cultural needs of rural masses can not be effectively meet. In new period,with the goal of construction of public cultural service system covering bothurban and rural residents proposed, comprehensive cultural stations of townshipare designed to meet the culture needs and enrich the cultural life of the masses,get the attention of the Party and the government. As the basic position ofcultural work, comprehensive cultural stations of township have madecontribution for the construction of rural culture. However, with the developmentof social economic and deepening reform, it has encountered a series ofproblems. These are important issues thatstrengthen the construction of rural public cultural service.During the new period, Guichi is committed to Constructing three levels ofcultural network platform that covered the whole area. By the end of2011, alltowns of Guichi have comprehensive cultural stations of township. Therural cultural construction has obtained achievements, and people’s cultural lifehas improved a lot. But generally speaking, there is a certain gap between therural culture with the current building target of a new countryside and thedevelopment of local economy and society. This paper discuss some suggestionswith how to strengthen the comprehensive cultural stations of township, throughresearch on the development status and identify some development dilemmaswhich may exist in the comprehensive cultural stations of township in Guichi.This paper is divided into four parts:The first part is is summaries with the basic theory of public cultural services and the functions of comprehensive cultural stations of township. First,defined the relevant concepts, such as public cultural services and the system ofpublic cultural services, rural public cultural service and cultural stations oftownship. Then summarized some theories in this paper, such as new publicservice theory, public governance theory and social development theory. Inaddition, the main functions of the comprehensive cultural stations of townshipwere brief.The second part briefly reviews the developing course and introducessome characteristics of comprehensive cultural stations of township in China.Then introduces the comprehensive cultural stations of township developmentexperience of this two developed areas in Xincang and Huanggu town PinghuCity, Zhejiang Province, references for the comprehensive cultural stations oftownship in Guichi District.The third part analyzed some cases of comprehensive cultural stations oftownship in Guichi district. Through the survey data to introduce the currentsituation about comprehensive cultural stations of township in this district, suchas financial investment, cultural facilities, activities and talent teams. From theperspective of three aspects like township government, comprehensive culturalstations of township and rural masses to analyzed some difficulties that existed incomprehensive cultural stations of township.The fourth part is based on the analysis of the previous text, thinking abouthow to strengthen the construction of comprehensive cultural stations oftownship. Proposed to improve the plight of comprehensive cultural stations oftownship should from three main aspects: township government, comprehensivecultural stations of township and rural masses.
