The Evaluation On Provincial Capital Cultural Soft Power In China

The21stcentury is the century of the city, as the convergence of flows ofhuman,capital,technology,information and other resources,city has become the mostimportant carrier of economic and social activities.As a concept derived from Westernpolitical science,"soft power" attracting a lot of attention in China currently,and cultureis the core resource of "soft power".Therefore grasp the essential characteristics ofurban cultural soft power has a great significance to enhance comprehensive nationalstrength.This paper gives an overview of the theory of the urban cultural softpower,establishes a frame system including the concept,connotation,influencingfactors,evaluation index,evaluation methods at first.Then analyzes the differences oflevels of development in urban cultural soft power between31cities in eastern,centraland western regions according to the estimate scores.Finally gives relevant suggestionson the choice of upgrade path in urban cultural soft power.The evaluation results show that:(1) The urban cultural soft power can be divided intosix fields,namely the cultural foundation power, cultural value attracting power, culturalknowledge productivity power, cultural institutions guiding power, cultural industrycompetitiveness power and cultural innovation power.(2) The cultural soft power ofBeijing、Shanghai、Guangzhou and Nanjing are at the highest level,and8cities such asKunming,Hohhot,Ho-lan,Lanzhou,Urumqi,Sining,Changchun and Lhasa,the culturalsoft power of them are relatively low;In addition,city cultural soft power has significantregional differences,the urban cultural soft power of eastern region is significantlyhigher than the national average, while the central and western regions is relativelylow.(3)Capital,technology got obvious advantages in eastern China for the developmentof cultural creative industry;rich cultural resources in central areas,but insufficientcapital investment, backward technology, suitable for the development of resources-creative combination of cultural industry;rich cultural resources in western region andlack of capital and technology,suitable for the development of government dominantresources of cultural industry.
