China has a long distance history, in its broad and profound traditional culturecontaining abundant crisis thoughts and emergency wisdom. At present, the academiccircles have not defined and reviewed the Chinese traditional crisis culture yet. In orderto make up for the defect, this paper sorts out and summarizes the traditional crisisculture from the following aspects: discourse system、ideology、behavior and its value inthe modern crisis management. As is establishing a research framework of traditionalcrisis culture of China, so the construction of modern crisis management system willhave its historical basis and traditional culture supports.This paper is mainly divided into seven chapters and the second chapter to thesixth chapter is the main part of the paper. The second chapter statements the discoursesystem of the traditional crisis culture of China, including the crisis cognitive discourseand the crisis explanation discourse; The third chapter mainly summarize the ideologiesof Chinese traditional crisis culture from four aspects, which are People orientedthought、Weal and woe thought、retribution for good and evil thought and Taboo Katthought. In the aspect of the consciousness of crisis, this part mainly considers stabilityconsciousness、sense of crisis、prevention awareness and the sense of responsibility. It isdifficult to distinguish between thought and consciousness, because this two are mutualpenetrated. With regard to fully discussion, this paper states them separately. The fourthchapter is about the traditional crisis management measures and behaviors. The moderncrisis management divides crisis into three stages: prevention phase、 response phaseand recovery phase. To summarize the behaviors and measures of traditional crisismanagement, based on the syllogism, this paper also analyses three aspects. And at eachaspect, considering the characteristics of Chinese traditional culture, ineffectiveceremony behavior was as important as effective famine policy, and both were playingan irreplaceable role in the traditional crisis management. The fifth chapter objectively demonstrates the limitations of the Chinese traditional crisis culture, such asconsciousness of crisis avoiding, officialdom culture’s influence on the crisismanagement and the lack of self-help of social public. The sixth chapter discusses themeaning and value of traditional crisis culture acting on the modern crisis management,mainly focusing on the transformation of the mode of thinking when facing crisis, theimprovement of the crisis dealing behavior and the enhance of value identity of crisismanagement.The conclusion of this paper is that the Chinese traditional crisis culture could beuseful at both theoretical aspect and practical aspect, and even those disadvantages, afterlearning and reconsideration, can provide experience for the scientific and rationality ofthe modern crisis management.
