After World War Ⅱ, The United States and the Soviet Union began to fight in East Asia, especially in China. The two sides obtain their own maximization of interests through supporting the Kuomintang regime. With the change of the situation of Chinese civil war, especially in 1949, the People’s Liberation Army all-powerful destroyed Kuomintang army, the Kuomintang was in the edge of collapse. In such a situation, the National Government was forced to move to the South, while the United States and the Soviet Union have made a different reaction, America that have consistently supported the Kuomintang regime refused to move south and let their ambassador stay in Nanjing to talk with CPC; while the Soviet Union that have the common ideology with CPC sent their ambassador Roshchin and other staff to Guangzhou.This paper mainly discusses from four aspects:firstly, the background of the National Government moved southward and then the process of move south are discussed; secondly, demonstrate the background of the National Government moved to the South after the American ambassador resident Nanjing, immediately and the CPC launched contact and after the failure of the Sino US confrontation; thirdly, describe the process of follow the National Government moved South in close liaison with the Soviet embassy’s activities in Guangzhou and also Soviet diplomatic personnel and the CPC. And discuss the Sino Soviet diplomatic relations and build alliance. Finally, to carry on the comparative analysis for the different reaction of the United States and the Soviet Union, carries on the analysis from the influence of their response and the final on purpose, then we have a brief conclusion.There are two sides between the United States and the Soviet Union’s China policy which are to maintain their own vested interests as the most fundamental basis.This study has been a great benefit to the origin of the United States and the Soviet Union during the civil war and after the Cold War China policy in East Asia.
