Negative Impacts And Countermeasures Of Poverty Culture In New Rural Development

As a large agricultural country, China has huge peasant population, whose progress ia been closely linked with rural development. Nowadays, social polarization is increasingly prominent. In China’s poor rural areas, poverty is still a major obstacle in rural development issues. In the in-depth study of poverty, we find the problems in supporting the poor will not be complete solved, no matter what physical, human and technical supporting given by government. Therefore, this paper focuses on the culture factor, known as the poverty culture. This paper describes the culture of poverty as a psychological self-protection mechanism of poor people, is difficult to be completely eradicated for a long time, and drags them not to extricate themselves. So,in order to validate poverty reduction plans, we should make peasant to wean off their ideologically mind-set, and to form new cultural value system, and enhance the cultural awareness.From different perspectives, this paper described the present situation of poor areas, the factors that impede their progress and development and their implications, and the ways to solve problem. The first part briefly indicated the origin of the topic, basic opinions and innovativeness. The second part comprehensively analyzed the definition of poverty culture, and negative manifestations of culture in rural areas form poverty culture perspective. The third part trace back to the influence and cause of these negative manifestations, and try to find influence factors that hinder cultural developing in the poor areas. Part IV focuses on the factors restricted poor areas developing, and tries to find corresponding countermeasures, inspire peasant’s thought, reconstruct cultural value system of anti-poverty, exploit the way of anti-poverty in poor areas, and further promote the development of social harmony and stability.
