In the dual constraints of resources and environment, in the face of globalization competition pressure, changing the mode of economic growth, adjusting economic development structure has become the urgent request. As the core content of economic growth, industrial upgrading is an inevitable choice to realize economic transformation, and the substitution of leading industry is the core industry upgrading. Culture media industry with its high technology intensive, high value-added, broad market capacity has become a hot choice of new leading industries. At the same time for cultural and media industry with regional embeddedness, human resource dependent nature, appeared in the process of its industry development in the path dependence, the low-end locking dilemma. Break the cultural media industry upgrade obstacles, to find effective upgrade path, has the important practical significance of building competitive advantage.The innovation lies in the upgrading of the industrial structure can be key, so as to enhance the innovation ability of the whole industry enterprises as the mainstay. As for the transformation of industrial structure and upgrading, innovation network plays a strong role in promoting. Regional innovation network as the core of regional industry transition interpretation tool, contribute to the realization of nonlinear growth industries, promote industrial restructuring and upgrading to achieve the goal. This paper based on the perspective of regional innovation network, and points out that network in knowledge spillovers and interactive learning, innovation subject resource sharing and complementary, innovation cooperation of division of labor, social capital accumulation effect is the strength to promote the cultural media industry upgrading.Based on the transaction cost theory, resource dependence theory and industry upgrading theory literature review, on the basis of the cultural media industry research, and defines the concepts of cultural and media industry. Culture and media industry development is lack of innovation elements supply, the policy is not perfect, the capital operation difficulty and less financing channels, then the analysis of the internal and external factors affecting cultural media industry upgrading.
