Research On The Influence Of The Integration Of Cultural Industry And Information Service Industry On The Upgrading Of Cultural Industry Structure

China’s economic development has entered the transition period,growth impetus shifts from factor-driven to innovation-driven,the core elements of the cultural industry is creativity,and information technology has always been considered as the key part of innovation,so the integration of culture and technology becomes the focus of government and academics.In recent years,the central and local governments have issued omnidirectional,multi-level,multiangle guiding suggestions,to promote the integration of culture and technology,to form a more reasonable industrial structure layout and higher quality cultural industry development.However,the undeniable fact in Chinese current cultural industrial structure is the imbalance of regional development and the unreasonable sub-industrial structure,it desiderates planning,adjustment,development and upgrading.The integration of culture and technology has produced new models and new format,which will eventually promote the transformation of cultural industrial structure to a more rational and optimized direction.In order to promote the deep integration of culture and technology and realize the goal of the transformation of cultural industrial structure,we need to study the current situation of integration,the internal mechanism of integration and the upgrading of industrial structure.In view of this,this paper focuses on the integration of cultural industry and information service industry,combs research status and development status of integration of cultural industry and information service industry and upgrading of cultural industry structure,on the basis of analyzing the impact of the integration of two industries on the upgrading of cultural industrial structure,using the provincial panel data from 2015 to 2019 to study,first measure the level of integration of two industries in each province and city,and then an empirical model is established to test the impact of the integration of the two industries on the upgrading of cultural industry structure,we hope to provide some practical reference and new ideas for the government’s policies to support the development of cultural industry.Through theoretical analysis and empirical testing,this paper draws the following three conclusions: First,the integration level of cultural industry and information service industry varies greatly from province to province,and the level of integration is closely related to the level of local economic development.Second,from the national point of view,there is a increasing trend of the level of integration between 2008 and 2019.Third,the integration of cultural industry and information service industry plays a positive role in promoting the upgrading of cultural industrial structure.According to the conclusion of the study,the following five policy recommendations are put forward: First,to encourage policy to tilt towards emerging cultural industries,starting with investment and financing,taxation,land and so on.Second,strengthen the construction of compound talents,improve university’s discipline construction and talent evaluation mechanism.Third,to promote enterprises to improve scientific and technological innovation capacity,explore the mode of "government-userindustry-university-research".Fourth,attach importance to the intellectual property protection and promote the sustainable development of cultural industries.Fifth,guide the new consumption of cultural entertainment and promote the standardized development of cultural market.
