Causes Of Conflict About Community Square Dancing And Surrounding Community Residents To Rest And The Countermeasures

More than 30 years of reform and opening up, China’s economy maintained sustained and rapid development, the material living standard of residents has been greatly improved.1978, China’s urban residents annual disposable personal income was 343.4 yuan,1988 was 1180.2 yuan,1998 was 5425.1 yuan, in 2008 to 15,780.8 yuan, in 2014 to 18,500.5 yuan[1], these datum indicate that the income of urban residents continue to increase significantly each year, Nowadays, people are not satisfied with one-dimensional enjoyment, like simply going in for material comforts. Instead, they ha ve begun to seek bi-dimensional and even multi-dimensional enjoyment, which couples material comforts with spiritual happiness. Seeking happiness and keeping health have a lready become a consensus of all people.Sport with enhanced physical fitness, health pr omotion, mental and physical pleasure, strive to other functions, so people began to acti vely participate in a variety of fitness and recreational activities, and square dancing lov ed by the public because it is easy to learn, fitness, for all age, spontaneous organizatio ns, the entertainment of music and dance and so on, square dancing has become a favori te of most people’s fitness entertainment, popular in the city community plaza. In recen t years, however, due to square dancing noise created in many frequent conflicts, dishar mony between physical exercise and the rest of the community surrounding residents of the community plaza square dancers generated frequent occurrence, should we develop the square dancing and how to construct it become a focus of controversy.Physical exercise is that citizens enjoy the right to pursuit of physical and mental health and self-satisfaction, collectives and individuals cannot interfere, and the government should create a convenient conditions for it[2]. Resting is a fundamental right to a person, it is necessary condition that maintain personal independence, equality and harmonious society[3]. Both are the important right for citizens to seek happiness, a healthy lifestyle, and if you want to restrain the interests of one side to protect the interests of another side, this action must will damage the interests of one side, finally both sides will lead to conflicts of interest. In this paper, literature, questionnaires, field visits, interviews, logical analysis and mathematical statistics and other research methods to analyse the reason of the conflict between square dancing and the non-participating residents resting, aimed at finding harmony balance relations for control, conflict resolution both to provide ideas and countermeasures. The results show that 1) there is a divergence about the recognize of conflict between the people who participate in the square dancing and the non-participating residents; 2) the non-participation of residents exist in different views about promote square dancing whether it is significative or not; 3)The conflict of resting time between the people who participate in the square dancing and the non-participating residents; 4) lack of square dancing space, improper layout, incomplete facilities,those above reasons cause environmental pollution and other issues with the community living around the square conflict; 5) The conflict between the disordered state of organization management and resting time; 6) the lack of specific laws and regulations, the lack of ways to resolve conflicts when a conflict occurs, random follow embarrassment. On the above research results put forward the government oriented, rules and regulations as the basis, as a link to a community self-government consultations, science and technology as support, strengthen the value identity education as the focus, and increase government spending on public facilities and sites based on scientific planning six integrated control system.
