With the deepening of globalization, promoting the culture and building a good international image are of great importance to the development of a country. Therefore, translation for China’s international communication plays an indispensable role in advancing China’s cooperation with the world and building a good state image.Cultural Reform and Development Planning During the Twelfth Five-Year Plan Period that issued by China’s Ministry of Culture, means much to the prosperity of China’s cultural industry as it aims to advance cultural reform and development in different aspects including creation of cultural production, talents cultivation and external cultural communication. Translation of this plan help foreign readers develop a good knowledge of great achievements as well as future prospects of China’s cultural progress.Based on translation of the Plan, this report proposes some translation approaches such as additional translation, free translation, ellipsis and conversion of sentence on the translation of Chinese culture-loaded words, redundant information and compound sentences by combining translation-oriented hermeneutics theory of Steiner, and domestic and foreign parallel texts. Through case analysis, it is found that in the translation for international communication, a translator needs a good pre-understanding to better grasp the meaning of the original text and should consider thinking mode of target readers so as to achieve the balance between original meaning and reader’s understanding and make an effective communication.
