Career Planning theory is a significant part of Human Resource Management. In the past decade of the twentieth, the Career Planning theories were introduced from the west into China, and were developed into practice by the scholars. In the wake of economic development and daily broadening international communication, the demand of learning Chinese rises rapidly. Since 2004, the Hanban has carried out the Volunteer Chinese Teacher Program. At the end of 2014, with the joint efforts of China and foreign countries, more than 458 Confucius Institutes and 710 Confucius classrooms were set up at 122 countries. In the meanwhile, with the sharp increase in the number of the Volunteer Chinese Teachers, scholars have drawn substantial attentions to volunteers’ career planning.According to the Career Planning theory, this survey probes into the issues of volunteers’ career planning on the perspectives of Management and Human Resources Management. The research objects are the Volunteer Chinese Teachers, which are novice teachers, retention teachers, and outgoing teachers. And the researches were finished by questionnaires and interviews. The contents of the investigation include the understanding and analysis about self and the position before assignment, the teacher’s professional development during the tenure, and re-designation of the Career Planning after tenure. The researcher discusses the issues of the Career Planning of the Volunteer Chinese Teacher based on the analysis, and provides references for the volunteers to make career plans in the future.The research notices that the issues, on the individual level, of the Career Planning of the Volunteer Chinese Teachers are:1. Low initiative and unclear goals in Career Planning; 2.Be lack of the right method of decision-making; 3.Be lack of the response to the risks. The researcher also figures out the problems from the organizational level:1.Insufficient administration to Volunteer Chinese Teachers; 2.Not refined in organizational goals and ctear in job description. To solve problems, the researcher put forward some countermeasures according to the characteristics of Career Planning of the Volunteer Chinese Teachers from two aspects of individuals and organizations. The individual aspects are:1. to improve the level of self-awareness and the effectiveness of decision-making; 2. to set career goals and to improve the execution; 3. Improve the response ability to the risks. The organizational aspects are:1. strengthen the guidance to the Volunteer Chinese Teachers; 2. Define the work goals of Volunteer Chinese Teacher; 3.define the job description of the Volunteer Chinese Teacher.
