By the end of 2000, China has basically achieved the goal of popularizing nine-year compulsory education. And with the larger expansion of social reform and openness, learning and applying English have become the inevitable tendency of social development. However, with the unbalanced development of social economy, the differences of fundamental English education between urban and rural have exacerbated gradually, thus resulted in the serious unbalance of fundamental English teachers. The main difference is the serious unbalanced distribution of teacher resources. Therefore, the balanced distribution of fundamental English teachers has become a research topic in educational world. In recent years, many scholars have paid much attention to this issue and have made some relevant researches on it, and what’s more, the system named "teachers’ job rotation" has been put forward.Inspired by the previous researches and with the help of some previous understanding of Guilin’s fundamental English teacher resources, this research takes the distribution of fundamental English teacher resources as the topic to conduct a survey by taking 56 senior high, junior high and primary schools in Guilin as the subjects. The purpose of this research is to analyze and explore the current situation and causes of unbalanced distribution of fundamental English teacher resources and try to discuss the related strategies. The methods to be used are questionnaire and interview, and the investigation mainly focuses on nine aspects, including teachers’ quantity, diploma, age, gender, professional title, the distribution of teacher resources, and the causes affecting the distribution of teacher resources, schools’ use and cultivation of English teachers and English teachers’ professional development.According to the investigation results, it can find out that the distributions of English teacher resources are seriously unbalanced in six aspects, covering teachers’ quantity, diploma, age, gender, professional title and the proportion between teachers and students, which can be summarized as follows:(1) In terms of the quantity of teachers, city has the highest proportion, then comes the town, the proportion in the village and town is lower than that in city and town. The phenomenon of unbalanced distribution on teacher resources is obvious. The main causes are the cultural concept and the realistic professional treatment. (2) In terms of gender, the female teachers are more than the male ones, which holds 80% of the total. (3) In terms of education background, most English teachers are undergraduates. Postgraduates are seriously lacked; in addition, most English teachers in primary schools have the diploma of junior college. (4) As for age, young English teachers are scarce in middle schools, while mid-aged English teachers who had rich teaching experience are lacked in primary schools. (5) In terms of professional title, the general level of professional title among the fundamental English teachers of Guilin is lower than expected. Generally speaking, many English teachers have the professional titles of first-grade and second-grade teachers, but only a few have senior grade title. (6) In terms of the proportion between teachers and students, it has exceeded the standard seriously in senior, junior and primary schools, and this phenomenon is more serious in the village and town schools. Teachers are facing great teaching pressure. (7) Teachers’ professional development needs to be further improved.According to the problems found in the investigation, the following two suggestions are put forward based on the theories of sociology and teachers’ professional development. First, the government and education departments should try their best to change the actuality of unbalanced structure and distribution through kinds of means, such as to increase the number of English teachers according to the specified proportion between teachers and students, and to build up a new kind of education system called rotation to keep the balance of teacher resources, etc. Second, the government and education departments should pay more attention to the building of teacher team, and try to help them further renew their educational concept, to improve their professional development through further promoting their diploma and teaching skills. Third, English teachers should hold a correct education concept and the awareness of contributing to the English education, especially the English education in town and village thoroughly.
