Intangible cultural heritage is the product of human production and life practice for a long time,and the epitome of historical memory and emotion to pursue the broad masses of the people.In the current economy with the globalization of science, technology and culture, the value of the intangible cultural heritage and the importance is highlighted.Rational economic decisions depend on the value of scientific cognition, and involve the value evaluation of the core issues.Compared with economic value assessment of the intangible cultural heritage, the cultural value of the source of economic value for scientific and comprehensive evaluation is also important significance. Research on pure economic value cannot be measured out the full value of cultural products and cultural value is an important standard of judging cultural products. At the same time, the cultural value of the research in domestic is a discussion of inadequate areas, so it is necessary to delve into.Cultural value has its particularity. People’s judgment of cultural value comes not only from the personal thinking, but also from the process of exchange and interaction with others. If it is not from a cultural perspective of a single agent and group activities, the economics point of view in understanding people’s behavior might be flawed. In addition, the cultural value both in micro and macro level, to influence decision-making and resource allocation are variables that can’t be ignored in economic analysis, it is necessary to evaluate independently.In recent years, as one non-material cultural heritage of Henan province,the development of Bian Embroidery industry presents a good momentum, but compared with other embroidery, like Su Embroidery, Xiang Embroidery, the gap is not good. It is easy to analyse the reasons from the economic perspective, such as product homogeneity, the lack of well-known brands,the lack of personal course of culture, there is no industry standard, etc., but these are not all the reason. Bian Embroidery as a non-material cultural heritage, has a wealth of cultural and artistic connotation.Its aesthetic value, spiritual value, social value and true value can be fully cognition about Bian Embroidery products,such as how to design, how to develop the industry strategy, which requires the comprehensive evaluation of Bian Embroidery’s value, paying attention to its economic value assessment without ignoring its cultural value evaluation. Estimating the cultural value of Bian Embroidery can be useful for the study of the cultural value of cultural products of the same type, providing reference for government investment decision and service of Bian Embroidery industry, also useful for the enterprises of Bian Embroidery production and management to accurately assess value.This paper firstly provides the cultural value connotation of intangible cultural heritage and a brief introduction to the several main evaluation methods, then expounds the culture value of Bian Embroidery, and on the basis of questionnaire survey, synthetically uses the fuzzy evaluation method, content analysis method and expert evaluation method of intangible cultural heritage’s cultural value to get a specific evaluation analysis, then the design of the evaluation study of the four methods and specific operation process are introduced in detail, followed by further discussions on research itself. In addition, based on the assessment process of Bian Embroidery’s cultural value and the development status of reality, deep discussion are put forward, and finally summarizes the full text.
