| Cultural industry as an emerging industry has high added value, and its leading role is obvious to city economy. There are more and more countries and regions regard the cultural industry as its pillar industries. Kaifeng have rich historical and cultural resources, meanwhile its tourism industry is developed. But the city’s economic development level is low. In 2008, the government of Kaifeng established the old city to be "The ancient city of Song cultural industry park" in order to promote the rapid development of urban economy and cultural industry. "The ancient city of Song cultural industry park" upgraded to a national cultural industry park in 2011, so it provided a new opportunity for the development of Kaifeng cultural industry. The development mode of cultural industrial park is very important for park’s development. But at present, the studies on cultural industry park development mode are lack of a comprehensive analysis framework, so this affects the relevant policy pertinence and operability sometimes,In the process of exploring development model of cultural industry park, I try to solve several questions like this:Who will develop the cultural industrial park? Develop what? How to develop? Combining with the above problems and on the basis of the existing research, this paper integrates the humanities geography, city planning and other disciplines of theoretical knowledge and research methods to construct "the development main body, development object, the development mechanism" cultural industry park development model system of three-in-one. Using this system, from a macro point of view, this paper mainly explores Kaifeng’s representative cultural industry projects as cultural industry park development model, and from the microscopic point of view, this paper mainly explores the development pattern of Millennium City Park and Yuhe River of Song Dynasty. Above the studies, it has the following conclusions:(1) Ancient city of Kaifeng Song urban renewal closing two for one is different from a general sense of the urban construction plan. It includes the introduction of social capital and industrial operation. ①From the analysis of the development of the main body, the government has the responsibility for the project of unified planning and packaging. So it should develop a "regional boosting progress" method and put into effect step-by-step. According to different projects, government should implement a strategy of "one project one policy". Meanwhile it should develop several pointed preferential policies to foreign investment. Kaifeng Culture Investment Company has a hand in planning major cultural industry park projects, and it should have the right of holding construction and management when it is necessary. ②From the analysis of the development object, the development of cultural resources views the Song Dynasty culture as the core, and creates the cultural tourism industry, theatrical performances, calligraphy and painting arts and crafts industry, food culture industry; the development of land with the combination of tourism and real estate and commercial real estate.③ From the analysis of the development mechanism, the management and operation main body is the enterprises; to get more money, the government makes preferential policy in investment and financing so that the city can attract more capital to participate in the industrial park project construction. The specific development mode can be summarized as "the government of unified planning, the whole piece of packaging projects, construction of enterprise operation". The exploration of this model has achieved evident results on the planning and construction of the ancient city Kaifeng cultural industrial park at present.(2) Millennium City Park was built during the boom of building theme parks and it was a cooperation project built by Kaifeng government and Hainan Land Company. It has different development modes when we see from different perspectives. ①Viewed from the development main body, before its intervention, Millennium City Park’s development main body is the government; while after its intervention, the development main body is Millennium City Park Limited Liability Company which is made up by government and enterprise. The company has the right to develop it all by itself, while the government only should give some policy supports during its management.②From the perspective of cultural resource, it is a deep development of the folk culture of Song Dynasty. From the point of land development, it is the development of tourism land.③From the management mechanism analysis, it is a enterprise operation based on market-oriented. From the financing mechanism analysis, when it was building Millennium City Park Limited Liability Company, the government of Kaifeng cooperated with Hainan Land Company. After that, in the operation process, the financing mode mainly included scrolling development. Millennium City Park has become the major theme parks in the central and western regions in China and the development of a successful Kaifeng city cultural tourism business card.(3) For the protection of ancient city, improvement of the city landscape, the development of Kaifeng tourism economy at the same time, the committee implements the project development of the City Hall. The development of Yuhe River system is the resource integration and capital operation in a big way by Kaifeng government. The development of drainage engineering is integrated with the development of old town renewal. Because it involves the shantytowns removal, we should also take the government as the main body. On the other hand, the planning and design of Yuhe River system (municipal engineering) should integrate each other. What’s more, it must be led and approved by the government. ①From the development main body, the development main body of Yuhe River is the company wholly owned by government, and enterprises only to participate in the assistance.②From the point of land development, it mainly includes the development of "commercial land+ tourism land". This project not only enriches the culture of Song dynasty, but also connects major attractions in Kaifeng.③From the financing mechanism analysis, it takes the state-owned company-Song City Drainage Travel Service Limited as the main body in the management operation. The government encourages private capital to participate in this project, so it forms a joint venture enterprise development. The development of cultural resources also shows the characteristics of northern water city. Further more, it brings significant social benefits for our society. But it also exists some questions in the process of development, such as poor water quality, land excessive commercialization on both sides.The government of Kaifeng drives development of the park through resource integration and old city renovation, it is also develops city renewal and urban grade with the help of a cultural industry project at the same time. If it selects wrong development patterns, it will likely to result in the inability to develop of the park. Cultural industry projects and cultural industry parks choose which kinds of development modes? How to develop? It is directly related to the local social development background and economic development level. And the cultural industry development goal led by local government also will be a very important influence factor on development patterns. With the development of the society, ideas and modes in development have been changed. Therefore, the development patterns are also not fixed. Which kinds of development modes should we choose in a region? It all depends on the specific circumstances. |
