Nurgandos as the local military and political institutions established by Ming Dynasty in the northeast of China,its main function is to pacify Jurchen Clans. Nurgan administers more than one hundred and thirty branches and has nominal jurisdiction over vast region. Ming Dynasty appointed successively several weisuo officials and Nurgandos’ chief at all levels to inspect this region many times. On paper, Nurgandos is the highest administrative organization of Ming Dynasty in the northeast. In fact, Nurgandos did not establish effective dominance. Ming Dynasty set up several weisuo is to establish a system which is a relationship of dealing with all the department of local Jurchen Clans. Ming Dynasty just regarded the system as pacifying Jurchen Clans. Maintaining this system depended on the basis of Ming Dynasty costing a lot of financial and material resource.In the early days of Ming, to eliminate the residual forces of Yuan Dynasty and stable the northern frontier, the Ming rulers attached importance to govern this region. With border tensions relaxing, Ming Dynasty changed the attitude to this region. Because of having the financial crisis at the same time of Xuande decade. As the way to govern this region, repealing the inspection represented the end of Ming governance forces,and Ming Dynasty did not have the authoritarian to rule here directly. Through trading with Central Plains, Jurchen Clans grew stronger strength. In this kind of trade, Jurchen Clans fell into the war about fighting the certificate-tributary credentials.Through continuous war and economic ties closely, Juechen Clans gradually became a unity. Finally, Fujian Jurchen Clan unified all the nationalities and set up the late Jin Dynasty. And Jin replaced the Nurgandos of Ming to rule the Jurchen Clans.
