Zhu Shaoliang And The Political Situation In Northwest China(1933——1946)

In modern times, combats frequently occurred in northwest region of China, warlords have controlled local regime for a long time. It was difficult for the central government to establish a stable order. After beating the National Army which was lead by Feng Yuxiang in the Central Plains War, the KMT began to pay more attention to controlling and developing the northwestern provinces. A lot of experienced politicians in KMT, such as Shao Lizi, Zhu Shaoliang and Gu Zhenglun, were sent to the northwest area. Among them, Zhu Shaoliang made outstanding contributions and earned more honor. Since May 1933, Zhu Shaoliang has been the senior military officer in northwest for 13 years, and he has served as the Chairman of Gansu Province and the commander of 8th war zone, etc.As a representative of the KMT Central Committee in the northwest area, Zhu Shaoliang competed with all political power in the northwest which reflected that the KMT Central Committee declared its sovereignty in the northwest region of the determination, and reflected the northwest of political ecology. It was related with such situation when Japanese invaded the northeast of China, the northeast would be colonized by Japanese, and nations pay more attention to northwest. The prechairman Shao Lizi didn’t make any contribution to the development of Gansu which made the KMT change their minds and nominate Zhu Shaoliang as the chairman of Gansu. Because of the change of the central support of domestic and international environment, Zhu Shaoliang’s policy has been well received. During his period, the society of Gansu has developed dradually, and politic fields has appeared a stable situation. Zhu Shaoliang paid more attention to dealing with the relationship of the local strength to obtain their assistance. Zhu’s efforts made the local strength such as Lu Dachang support the KMT Central Committee. With the KMT central’s assistance, Zhu Shaoliang conducted a number of policy to make society more stable, people’s living situation better, such as the abolition of the allocation system, banning opium, punishing corruption, which played a significant role in the development of Gansu. During these thirteen years, Zhu Shaoliang has established a close relationship with the Ma warlords. Due to the use of flexible control methods, the Ma warlords obeyed Zhu Shaoliang’ authority. However, for the Communist Party of China, especially The Red Army, Zhu Shaoliang advocated firmly to suppress the red army. After Xi’An Incident, Zhu Shaoliang served as the commander of 8th war zone when he presided over the military, which played an important role in the process of Sheng Shicai, who was called " king of Xinjiang", obeyed the KMT government. Zhu Shaoliang played a big role in northwest’s social and politics exchange. This is also the process of the KMT Central Committee made progress to control northwest area.The author hopes that through the study of Zhu Shaoliang’s activities and Zhu’s effort on northwest politic scene readers understand the actual situation of the KMT regime’s operation in the northwest area of China, and summarize the experiences and lessons, in order to provide some reference for the people.
