Painting agency is the central educational institution which was first established in the school reforming movement at Huizong’s Chong-Ning period. It was governed by the Imperial College. In the institutions, scholars not only to learn the arts of painting but also learn how to improve their cultural and moral qualities. However, whatever the process of the institution’s rise and fall, the school official management and the student training system ,including teaching content, testing method and evaluation criteria were formed and improved in the political context of inheriting and carrying forward the Xi-Ning、Yuan-Feng reform of the Ancestor of Shenzong period.The politics of Huizong period made the painting institution with a distinctive color of official political and ideological control. Under such circumstances, the painting institution has a double characteristics of art and politic. At the same time, together with the other new measures, such as poetry, music, astronomy, medicine and even religion, the painting institution seemed to create a peaceful political image of prosperity.They were jointly supported and promoted Huizong’s ideas of "Inheriting" and "self-ancient advocating " subjectively.This thesis selects the painting educational institutions itself and its implied guiding principle as the research perspective, and combined with analysis of Huizong’s hobby of arts and the other items of art "new measures" which were implemented by the New Party heated of Cai Jing, so as to argument the political atmosphere which was under the influence of Huizong’s dual role of literati and emperor at Huizong reign.
