| Promoting the standardization and equalization of fundamental offering of public culture is the essential requirement of being a service-oriented government. This article outlines the basic concepts of public culture services and suggests taking the advantage of smart city building for public culture services(PCS) research. This work, through literature review, interview, comparison analysis and empirical research method, aims to do an in-depth and full-scale analysis on how to achieve the equality of basic PCS in Beilun District. By studying current condition, effectiveness and existing problems of Beilun PSC’s equalization of basic PCS practice in Beilun district, it illustrates deficiency of China basic public PSC equalization, hoping to enrich the basic PCS empirical database which, historically, is rigid in county-level research. This paper, breaking the isolation of PCS, draws the plan of making the livelihood, culture and informationisation closely linked by the ideas of smart city and taking advantageous experience from United States, France and other developed countries as well as Nanjing City’s success of PCS which reshapes the public cultural resources. Finally, in terms of Beilun city’s own ways of “smart city” building, this research, worked by need-oriented, has concluded the step-by-step improving of PCS, which requires the skillful combination of smart city with in public finances, institution, HR, technique as well as resource integration and sharing, exploring an intelligent, digital, public-benefited strategy based on cloud computing. The key-point is to wage innovation based on “Smart-project”; to use resources efficiently by digital service; to form integrated and public-accessible pattern in principle of public-oriented; to build technology platform by cloud computing technology, well associating the culture and technology, in order to be great more innovative in management, types, methodology in public culture service. |
