Research On Equalization Of Basic Public Services Under The Coordinated Development Of Beijing,Tianjin And Hebei

Integrated development of Beijing,Tianjin and Hebei is a major regional development strategy put-forward by general secretary Xi Jinping in 2014 This strategy has three purposes.The first is to solve great urban disease in Beijing,Second is to promote the development of Hebei,to narrowing the regional gap between Beijing,Tianjin,Hebei.The last objective is to find a new economic growth pole to promote the economy development.However,because of the basic public service's gap there has few economic development in Hebei.On the other hand,Hebei's talent and resources flows into Beijing,Tianjin.So first of all we need to narrow the basic public services' gap between three places.Therefore,the purpose of this paper is to compared the current basic public services situation in three areas.And measure the basic public services equalization in three areas,find problems,analysis the reasons and give suggestion.This article is based on the research of domestic and foreign scholars and to clarify the concept of public service,to construct the theoretical framework.And then analysis the macro-economic situation and compare the basic public services from six field in Beijing,Tianjin,Hebei.And because the current basic public services are mainly provide by the government,it affected by the financial situation,so first of all,we measure the equalization of financial situation in three places And the conclusion is that the per financial revenue and expenditure have a large gap and transfer payment level is low.And then we structured a comprehensive evaluation system containing 21 statistical indicators,to measure the basic public services equalization in three places and give score.The conclusion is that although the six fields of basic public services have large gap,but the level of equalization is improving.At last,the paper analyzes the causes of inequality and combine with the facts to analysis the reasons from three angles,coordinate economic development,financial system reform and the supply of basic public service.And give concrete measure to promote the basic public level in Hebei province.
