The cultural differences lead to the different characteristics of English and Chinese languages. In the process of translation, the text shall be restructured so that the functions of the translation can be equivalent to the original text and the translation can be acceptable to the target readers’ way of thinking and reading habits. Among the bonded areas in China, Shanghai Waigaoqiao Bonded Area is the biggest one in terms of economic aggregate. At present, it is also an important part of China(Shanghai) Pilot Free Trade Zone. It is playing a big role in China’s economy and foreign trade and its international publicity is of great importance. This research studies the translation strategies of restructuring the text for international publicity based on the translation of the Report of the Shanghai Waigaoqiao Bonded Area 2010. According to the theories of discourse translation, the discourse is divided into the hierarchies as phrases, sentences, paragraphs and text in this research. After analyzing the features of every hierarchy of the original text, the author has put forward the translation strategies and methods as free translation, segmentation and restructuring, which are suitable to use when restructuring the text. The author has also studied and analyzed the specific strategies of how to conduct these translation strategies and methods in accordance with the features of every hierarchy.
