Research On Local Government Function In The Protection Of Intangible Cultural Heritage

Research on government function has been a hotspot in both overseas and domestic academic community.In China,with deepening reform and opening up and introduction of western academic administration,research findings on government function are emerging in an endless stream.In recent years,China has proposed the idea of building service-oriented government and the strategy of enhancing national strength by cultural development,which will definitely require much more research on cultural function of government and its transformation.This paper takes the protection of intangible cultural heritage of ethnic minorities as entry point,aiming at discussing and analyzing cultural function of county-level government in current process of building service-oriented government and cultural superpower,in order to identify the role that Youyang's government is playing in public cultural product and service,as well as its responsibility.Also,this paper theoretically clarifies the function orientation of county-level government in intangible cultural heritage protection,providing Youyang with theoretical reference and guidance on the protection and inheritance of intangible cultural heritage of ethnic minorities.This paper first introduces related concepts and theories of government function(including cultural function),intangible cultural heritance and quasi-public goods;it presents institutionalized and industrialized protection modes of intangible cultural heritance,and illustrates county-level government's function in protecting intangible cultural heritance within those two modes;specifically,county-level government's function in this paper can be concluded as institution and system building,limited mandatory administration,cultural market supervision and social involvement guidance.Then,within institutionalized and industrialized protection modes,this paper gives a detailed description that how Youyang's government performs its function in the protection of intangible cultural heritance of ethnic minorities.At last,problems occurred in function performance are analyzed and organized to propose strategy and advice for improving government function in the protection of Youyang's intangible cultural heritance.Based on thoughts on offside,absence and confusion of government function in current trend of intangible cultural heritance protection,this paper takes the protection of intangible cultural heritance of ethnic minorities in Youyang for example,in order to explore the orientation of government's cultural function.On both theoretical and realistic level,this paper is of great significance.
