Research On The Problems And Countermeasures Of Community Culture Construction In Jinniu District Of Chengdu City

Culture is the inheritance of human spirit and the spiritual lifeline of the country.At present,the needs of the masses of the people have undergone profound changes,from the past mainly to meet the material needs,to the common needs of material and spiritual life.General Secretary Xi Jinping pointed out: "the prosperity of a country and a nation is always supported by cultural prosperity.General Secretary Xi Jinping expounded the importance of culture and its significance in national governance from the height of governing the country.Culture is the spiritual nourishment for the realization of "Chinese Dream" and the strong cornerstone of China's great road to rejuvenation.Since the 19 th National Congress of the Communist Party of China(CPC),cultural construction has been promoted to a new height.Community culture mainly refers to the sum total of material civilization and spiritual civilization created by the people living in this specific area of the community.Its main contents and forms include community spiritual culture,community behavior culture,community system culture,community environmental culture and so on.The community culture discussed in this paper mainly refers to the community cultural activities,which has the characteristics of both spiritual culture and behavioral culture.Community residents' cultural activities are not only the carrier of community spiritual and cultural communication,but also an effective way to build community spiritual civilization and basic public cultural services.Community cultural construction,relying on the development of community cultural activities,serves the broadest masses of people at the grass-roots level.It plays an important role in better spreading socialist core values,creating a positive community cultural atmosphere,guiding neighborhood harmony,promoting the harmonious development of society,and improving the level of community public cultural service.Therefore,the research on community cultural construction has important theoretical and practical significance.Taking Jinniu District of Chengdu as the research object,this paper combs the relevant research results of community cultural construction at home and abroad,and understands the current research situation of community cultural construction at home and abroad.This paper analyzes the connotation of community culture and public cultural service,and studies the theory of the third sector and the theory of social governance.I interviewed the relevant staff of the cultural department of Jinniu District,some community leaders and staff of Jinniu District,consulted the yearbook of Jinniu District and relevant government documents,and selected five streets of Jinniu District to carry out a questionnaire survey of community residents.Through the above work,we can objectively understand the current situation and problems in the construction of community culture in Jinniu District.This paper analyzes the causes of the relatively prominent problems in the construction of community culture in Jinniu District,such as funds,system,mechanism,service mode,third sector incentive and so on.It also puts forward some countermeasures and suggestions on the investment of community cultural construction,the system and mechanism of community cultural construction,the construction of community cultural team,the mode of community cultural service and so on,in order to provide useful reference for strengthening community cultural construction in Jinniu District.
