In the 21st century, more rapid social change, international competition is more intense, and different countries of comprehensive national strength, the core reason is the people’s quality problems.On China’s national conditions, economic development, national revival, also need a high level of human qualities.Chinese people attach importance to enhance the quality and, indeed, is the party and the Government has attached great importance to the issue.However, China is in the social transition, people faced with the problem of lack of quality, there is distortion of values, money comes first, the loss of faith, selfishness and so the phenomenon, conducted theoretical examination of the quality of the Chinese people and causes problems to the adoption of Research to solve the problem, which prompted us to think about and construct Chinese people’s quality structure of the target as soon as possible, but the focus of theoretical research should focus on ways to improve the quality of people.Seen in this light, and to re-examine the structure of national construction quality, provide normative reference to effectively improve the quality of people, has become the practical needs can not be ignored.
