With the rapid development of economy,further accelerating the speed of globalization, increasing the demand of technical talent seniors, higher vocational education which train the technical talent seniors has also been gained more and more people’s attention. Since the NO.1 central file issued, the problem of water conservancy industry development has become the first problem of "three agriculture" problems for our country to be solved, how to develop the industry become an urgent and arduous strategic task.Water conservancy engineering as the important major of the water conservancy industry, mainly cultivates technical talent senior engaged in water conservancy and hydro power engineering. Vigorously developing water conservancy vocational education,which is the objective requirements for promoting the construction of ecological civilization construction and comprehensive coordinated 、 and sustainable developments of water conservancy,which is also strengthen the construction of water conservancy talents team and it’s the important way to solve the problem of talent bottleneck.In this paper,starting from the connotation and features of English for specialpurposes,the author introduces the developing course of English for special purposes, and then selects three higher vocational colleges representative in water conservancy engineering in northern, central and southern area,and research the problems in professional English teaching,analysis the reason, finally puts forward the strategies of the improvement.This paper contains four chapters. The first chapter introduces the background of this topic research, and defines the concept of English for special purposes and water conservancy engineering, and review the research status at home and abroad, introduces the research methods, research ideas,purpose and meaning.The second chapter analyses the characteristics of hydraulic engineering English,investigates and collects the first-hand information, from the students’ English foundation,teaching goal, teaching content, teaching methods, teaching means, teaching evaluation, and feedback of alumni from three water conservancy engineering teaching situation of higher vocational colleges, through the form of questionnaire and interview.The third chapter analyses the problems existing in English teaching of water conservancy engineering. Main problems are existing in the students themselves,teaching goals are not clear, contents of teaching set unreasonable,the methods of teaching and teaching means are single, and teaching evaluation system is not perfect,etc.According to the previous chapters,the fifth chapter analyses the investigation and existing problems, then puts forward improvement strategy,defined teaching goal to employment as the guidance,optimize the teaching contents according to the professional requirements,and the school should take seriously to strengthen“double-teaching”troops of water conservancy engineering, improve teaching methods taking student-oriented,enrich teaching means using modern education technology, and build a scientific and rational teaching evaluation system.All of these reference for the general higher vocational educators of water conservancy engineering.
