The industrial cluster can promote the industry’s competitiveness which play a key role in the regional economic development. Film and television industry as the most potential of the cultural industry, with the development of the cultural industry, the film industry has great potential. Beijing as China’s political and c ulrural center, It is urgent to realize the leap and upgrade of urbanization, the ad justment of urban renewal and economic development is a feasible way to achie ve these goals. Under this background, it has important practical significance to evaluate the competitiveness of the industrial cluster in the capital film and telev ision industry.This paper at domestic and international the basis of the review, defines mov ie industry cluster, discusses the basic characteristics of industrial clusters, the regional competitiveness of GEM model is applied to the film industry. Through summarizing the domestic and foreign film and television industry cluster and t he index construction method, GEM model attempts to establish a suitable frame work for the capital film and television industry cluster. Through the use of AH P analysis method to determine the weight of the indexes in the GEM, Understa nding of the status of the capital experts engaged a questionnaire survey about fi lm industry, Concluding a result of cluster arithmetic average score about the fil m, then put score into GEM model formula and calculate the capital of film and television industry cluster competitiveness. Finally, it puts forward countermeasur es to enhance Film and television industry cluster competitiveness.This paper constructs the GEM model to evaluate the competitiveness of the capital film and television industry cluster from the perspective of industrial clu ster competitiveness, Hoping to provide suggestions for the capital film industry cluster and related policies, but also to provide reference for other cities and reg ions development of film and television industry cluster.
