The Government Work Report of Hangzhou, as a significant official document, has a close relation to the politics, economy, culture and well-being of the citizens in the city. Against the background of accelerated political, economic and cultural development, the translation quality of its local government work report is of great importance to the understanding of the government policies for readers abroad.This thesis makes a study of Chinese-English translation of the government work report from the perspective of Skopostheorie. In so doing, the author first analyzes the stylistic features of the document and summarizes the three translation principles in rendering this sort of texts from the perspective of Skopostheorie. The thesis takes the English version of relevant documents of the central government and offers some translation strategies and techniques by referring to these three rules:Skopos rule, coherence rule and fidelity rule. Some translation questions at lexical, syntactical and textual level are also discussed. The major findings include:at lexical level, there are lots of expressions with mood implications that need to be analyzed in detail and transmitted accurately to maintain the mood of the source text to the readers. Besides, the special expressions such as abbreviations, neologisms, metaphors, etc. need the translator to have a deep understanding of the implications. As to the sentence structure, the no-subject sentence as the main sentence structure of political documents should be treated appropriately to form a complete sentence structure, or to use the passive voice to highlight the object as the core of the whole sentence.
