With the popularity of rule by law concept and the advancement of legal system modernization, our legal cultural with foreign countries has been progressively increasing. China also has quickened its pace to learn legal institutions from developed countries.The author of this report engaged in the project of “Comparative Studies on Clean Government Building and Cultures at Home and Abroad”, which is responded by BISU(Beijing International Studies University) in collaboration with China Legal Publishing House. Meanwhile, the searching, screening and translation of the materials of the Sweden construction of clean government are under the author’s mission. Since the Sweden construction of clean government is the framework of this report, the author takes the Skopos Theory as the mainline, combining with three principles of Skopos Theory—skopos principle, coherence principle, and fidelity principle. The author also summarizes the methods of legal text translation, including the methods of realizing fidelity at lexical level and methods of realizing coherence at syntactic level. The analysis of this report is expected to be valuable to the following successors.The report is composed of five parts. Part One is a task introduction of background, client requirements, and significance. Part Two is the description of translation process, including preparation, translation, and revision. Part Three is the case analysis, including the lexical and syntactical features of source text. At the sametime, according these features, the author uses the Skopos Theory to summarize the methods in the translation of legal text. Part Four is the implications from this practice.Part Five is the conclusion.
