The national flag is the symbol of the country, it is a solemn and sacred symbol of a country. In the late Qing Dynasty, the Qing government was always in a passive position in the international dispute because there was no flag. According to western convention, the government of Qing dynasty designed the dragon flag to reverse the situation. It was the official ship identification mark. In the year of 1888, dragon flag became the national flag, some businessmen used dragon flag to attracted concern. From the perspective of common people, dragon flag was just a symbol, not a national symbol.All parties had a heated debate about national flag in the early Republic of China. SunZhongshan persisted in blue flag with a white sun as the national flag, Wuchang revolutionaries advocated to eighteen-star flag as the flag of the Republic of China, revolutionaries in shanghai and Constitutionalists advocated to the five-color flag as the national flag.Finally, the Senate agreed five-color flag as the national flag. After the northern expedition, the flag has changed. The flag changed along with citizens ’ understanding of national flag, the struggle between the different political forces and regime change. It provided a new perspective to understand the politics and society in the late Qing dynasty and Republic of China.
