The reasons U.S. and Cuba decided to collaborate on hijacking problem were their domestic situations and foreign policies to each other as well as the risks of airline hijacking. Figuring out the relationship of formers is helpful to understand the turning points in the cooperation process of two countries and the transitions of U.S.-Cuban relations.
