Bohai kingdom site mainly in the city of Mudanjiang in Heilongjiang province (Shangjing city) and the inside Yanbian Korean Nationality Autonomous (Zhongjing city), Key tombs Bohai Kingdom Period). Bohai kingdom site not only witnessed the prosperous history and culture but also verified the transactions between the minority of Bohai kingdom and the central plains region in Tang period with politics, economics and culture. Bohai kindom had created a feature-rich and prosperous culture during its existence for more than two hundred years, and its sites make foreigners know more about the development level of the Chinese millenarian civilization and recognize the history place of China. All above these, China as an ancient civilization, for the confidence and pride of Chinese descendant, having the profound significance and immeasurable value.We know that if Bohai kingdom site has applied to be the World Cultural Heritage with significant historical value and artistic value, which is an unprecedented work and attract more attention for the site locality. If the Bohai kingdom site has applied to be the World Cultural Heritage, it will fill the World Cultural Heritage blanks for the site locality with minority connotation in history and culture. If the Bohai kingdom site has applied to be the World Cultural Heritage as its "Lost Civilization" and "Classic Art Building", the work have apparently great significance for World Immaterial Heritages of Jilin Province, Heilongjiang Province, even China with inestimable value. The priority areas of applying to the World Cultural Heritage are Bohai Shangjing city site, Bohai Zhongjing city site, and Zhongjing city, Ancient Tombs at Liudingshan site. Preparations for to the World Cultural Heritage need strictly follow one or more of standards and rules of 《World Heritage Convention》 And according to the standards and rules, Bohai kingdom site has shown the connotation and comprehensiveness of features.In this paper, we have explained six criteria for electing the World Cultural Heritage. And the criteria which measure that whether the Bohai Kingdom has the requirements for inscription apply to the Shang Jingcheng site, Zhong Jingcheng site and ancient tombs of Bohai period by analyzing the value of historical and cultural. We have finished the declaration of site by analyzing the basic principle, choosing correct patterns and researching related data. The declaration of site includes identifiable sites, selected reasons and heritage description. The paragraphs for explaining the development and protection of Bohai Kingdom are based on the keeping the truthfulness and completeness of Bohai Kingdom. Firstly, restoring the Shang Jingcheng site and part of the landmark buildings are necessary. Secondly, we should increase basic research for the development and protection of Bohai Kingdom by laws. Finally, we can also choose the road for combination of environmental protection and tourism development.For the applying to the World Cultural Heritage, people should protect the environment of sites and its vicinity. In a series of development and protection of sites, the most widespread method is that the sites as a tourist destinations, which can spreading culture for tourists and create more economic value. However, it is a synthetic job how to implementation of development and protection in a real sense. We need specific planning, intense research, and many-side cooperative.
