Based on the requirements for public consideration of college English teaching proposed by the Department of Higher Education of Ministry of Education of the P. R. China in 2015, the goal of college English teaching is to train college students’comprehensive competence of using English, especially listening and speaking abilities. This thesis takes it as its research background and College English Listening and Speaking Course as its research topic to explore the application of "Output-driven, Input-enabled" in College English listening and speaking teaching and learning. Besides, this teaching method can play a positive role in improving college students’English listening and speaking abilities.Empirical study as it is, the thesis takes quantitative study as its primary means while qualitative study as secondary one and the subjects are from two classes of B-level in Xi’an Polytechnic University. The experiment carried out in two groups which can be respectively named the experimental class and the controlled class. To be exact,59 subjects are involved in the experimental class which is being instructed under the guidance of the "Output-driven, Input-enabled" teaching, while 58 ones are from the controlled class which adopts regular teaching method. During one-year (32 weeks) experiment, only after the subjects from the experimental class fulfill the designed task could the teacher supply the related listening materials to help the subjects make up their deficiency.Three main instruments are carried out in the research. One is tests, another is questionnaires and the third is in-depth interviews. After collecting and analyzing the data from the tests and the questionnaires, three subjects from the experimental class are interviewed at random.The results show that (1) the "Output-driven, Input-enabled" plays a positive role in College English Listening and Speaking Course. (2) After one year experiment, the analyses from data show many subjects from the EC have dramatically improved both in their English listening and speaking abilities, and the significant differences have found in listening and speaking abilites between the EC and the CC. (3) Most subjects of the EC think their English listening and speaking abilities have improved.Encouraged by the task and the assessments, the subjects from the EC have greatly improved their learning initiatives, and the new teaching method helps the subjects become active learners. Therefore, the "Output-driven, Input-enabled" has got effective application in College English Listening and Speaking Course.
