Constructing Evaluation System On Provincial Public Culture Service

Public cultural service reflects the basic functions of government.It is also the necessary means to meet the growing demand of civic culture and has a great value at all levels of government in China. Since the new century, the CPC Central Committee and the State Council give a sustained policy support for public cultural building and use a series of policy instruments as a guide in all areas related to public culture. A lot of resources are put in to promote sustainable development. A Public Cultural Services System that can benefit all the people will be formed in our country.To be able to reflect the overall situation of China’s construction of public cultural services comprehensively, and provide scientific and effective suggests for the next step of work of Public Cultural Services, performance assessment is necessary. But now, the theoretical study on the performance evaluation of public cultural services is still in its infancy, there are still large room for improvement on the quality of the design and evaluation of specific indicators designed and so on. At the same time, the study of diachronic, regional and from "input-output" is relatively scarce. Therefore, the construction of systematic public cultural performance evaluation index and make the appropriate assessment has a clear theoretical and practical significance for the construction of theory of public cultural service system, which also can enhance the quality of construction of provincial public cultural service.This study expands around the performance assessment of provincial public cultural service. Establishing metrics system through literature research and theoretical research, and then determining the final evaluation index system implementation after membership analysis, correlation analysis and discrimination analysis. And then I use principal component analysis to discriminate the index weight and conduct performance calculations combining with objective data. Through which I get the results of public cultural services as well as the performance of the overall performance of inputs and outputs of 31 province. The result shows that there are obvious advantages in eastern province than in the Midwest province on public cultural service performance.We can also find that change of rankings in eastern province is small and is always in the front. But the change of rankings in Midwest province is big, which describe the existence of regional public service cultural differences. In the study of specific indicators of public cultural services, we found that, in all kinds of financial input indicators, the different province has different levels of increase in demand, but the extent of demand for other types of input indicators are not very consistent. In the output indicators, we found that public participation is "weakness" in a general sense in many province,. It is necessary to increase public participation in public cultural service.
