XI-He Lu was the tactical military commissioner Lu which was established in the late Northern Song Dynasty due to the military needs. Its geographical scope roughly equivalent in the south part of LanZhou city in GanSu province and the east and south part of XiNing city in QingHai province today.It’s name have changed many times,with the expanding of Song military attack range and the adjustment of administrativedivisions. The name changes reflect the shrinking surplus of the ruling forces and policies guide of the Northern Song Dynasty in Hehuang region. The differences of geo-environment within Xi-He Lu became a obstacle to Song’s army. The Xi-He development go though three times,Which were Song Shen-zong, Zhe-Zong and Hui-Zong.During Song Shen-Zong times,he laid the foundation of Xi-He Lu’s reign by five states.In Song Zhe-Zong times,he built Hui-Zhou and connected XI-He Lu to Jing-Yuan Lu.DuringSongHuiZong times,he wiped out the regime of Gu-si-luo and fully occupied HeHuang region.XI-He Lu internally joint with Jing-Yuan Lu and Qin-Feng Lu to ensure its own safety.Externally in case of the regime of Gu-si-luo united with Tangut attract Xi-He from two sides XI-He Lu developed He-Huang areas and constructed a northern defensive line with Jing-Yuan Lu and Lan-Hui.Achieving the supervising potential of the southwest of Tangut.It also cooperated with Hengshan to gain the initiative in fighting against with Tangut, achieving acquire the Xi-He Lu areas and the strategic target of supervising Tangut regime.
