Study On The Development Policy Of Cultural Industry In Liaocheng City

The economic development in recent years has led to continuous increase in people’s needs and the emergence of new forms of industry. How local government can guide the transformation of economic development model has attracted increasing public attention. Cultural industry, noted as one of the fastest developing industries in knowledge economy era, can effectively improve economic structure and enrich people’s culture life. Hence some local governments have tried to formulate cultural industry policies in order to promote the transformation of government functions together with economic and social development, furthermore, to achieve harmony in political, economic, cultural and social construction by mutual support and coordination, and facilitate people’s development in an all-round way.Liaocheng city also formulated a policy for the development of cultural industries, but in policy formulation and implementation process, there are still many problems to be solved, this paper tries to improve the Liaocheng city culture industry development policy and promote the development of cultural industries to provide theoretical reference and practical guide through research.In this paper, concepts of cultural industry, cultural industry policies and public policies were clarified. Major cultural industry policies issued by Liaocheng City, together with the analysis of achievements, problems and their causes of policy-guided cultural industry development based on the data of third national economic census, were summarized. The six major policies in Liaocheng City concerning financial support, preferential tax, investment and financing, industrial and commercial management and its price, land support and human resources were also analyzed. Cultural industry in Liaocheng City continues to boom under the support from relative policies, which has effectively promoted local employment and economic growth and provided benefit to both enterprises and individuals. However, restricted by conservative ideology and lack of organic unity of various culture resources and financial funding, people find some of the policies unreasonable or difficult to implement. In order to solve these problems, experiences of successful formulation and implementation of cultural industry policies in advanced cities in Europe, Asia, China and Shandong Province were referenced and analyzed in this paper.In view of the present situation of Liaocheng cultural industry policy, we should improve the policy from three aspects:planning and design, policy implementation and policy evaluation. In planning the design, we should make reasonable plan, build Liaocheng characteristics, rich the content, focus on unification of ancient and modern,understand the needs of policy target groups, adhere to the needs of public service, follow the law of development, make policy scientifically, pay attention to talent introduction, gathered high-end elite.In terms of the implementation of policies, we should transform more function of government, optimize management mechanism,reduce the access threshold, activate the vitality of the market, broaden the channels of communication to promote the integration of development, abide by laws and regulations,Increase publicity efforts, stimulate the cultural consumption, found the festival activities, promote public participation.In terms of the evaluation of cultural industry policy, we should increase the degree of attention, to carry out a comprehensive assessment, regularize data collection, improve the evaluation quality, promote the cooperation of departments and make clear responsibilities.
